1. Announcements
Kathy Perry: Sandy Kerbel has replaced Jim Self as the University of Virginia's representative on the Resources for Users Committee. Jim will serve as an adjunct member and will help the committee with efforts to evaluate resources. A new roster was distributed and members were asked to check the information and notify Kathy Perry if corrections were needed. Kathy also asked committee members to send her suggestions for issues and concerns that might be addressed at the upcoming Steering Committee retreat on August 8, 2000.
Gene Damon reported that VCCS purchased AccessScience.

3. Approval of Minutes of , 2000 meeting
No changes --Minutes approved by consensus.
4. Budget (K. Perry)
Kathy Perry distributed copies of the 2000 - 2001 budget. The uncommitted balance is $634,878.03 and reallocation funds for collections total $275,700.00. The Steering Committee will address budget issues, including the reallocation funds and cost sharing, at their August 8 retreat.
5. Training Sub-committee (J. Schillie)
Jane Schillie reported that the Task Force on Training and Instruction will conduct a workshop during the Virginia Library Association's Annual Conference in Norfolk. The workshop will be held on Thursday, October 19, from 4:45 - 5:45 and will follow the VIVA Users Group Meeting. Demonstrations of innovative ways to use four VIVA resources (Dow Jones, CIAO, Science, and General Reference Center Gold) will be presented.
6. Elsevier (P. Metz)
Paul Metz reviewed Elsevier's proposal to provide VIVA with ScienceDirect. Questions were raised about cancellation issues and pricing. Committee members decided to invite Elsevier representatives to the next meeting to discuss concerns.
Sharon Gasser, Sandy Kerbel, Susanna Pathak, and John Walsh will work with Paul to prepare for the meeting
7. Renewals
Ovid - Committee members approved Ovid's renewal but noted that the statistics provided by Ovid are difficult to use.
ACM - Committee members voted to renew our contract with ACM if ACM provides use statistics to VIVA by August 2000. If ACM does not provide statistics by August 2000, then the contract will be extended for four months.
8. IOP Proposal (P. Hausman)
Pat Hausman reviewed the Institute of Physic's proposals to provide VIVA with access to their electronic journal titles and to provide access to Compendex and Inspec. It was unclear what institutions were covered in the price quote for the electronic journals collection. Pat will ask for clarification and obtain separate price quotes for public institutions and private institutions. Concerns about cancellation restrictions were raised and the impact of an individual institution's cancellation of print subscriptions on the consortium's deal questioned. Committee members had no interest in pursuing IOP's offer to provide Compendex or Inspec.
9. AIP and APS proposal (P. Hausman)
Pat Hausman reviewed proposals from the American Institute of Physics and the American Physical Society to provide VIVA with access to their electronic journals. It was not clear whether the price was for public institutions only, or private and public. Concerns were raised over cancellation restrictions and how this would affect the consortium's deal. Pat will investigate further to clarify the pricing structure and to determine penalties for canceling print subscriptions.
10. Ideal Review (S. Pathak)
Susanna Pathak reported that the draft survey presented at the last meeting had been revised and was emailed (by Kathy Perry) to the collections contact at each VIVA institution on Thursday, July 20. Surveys will be completed by August 4 and the results presented at RUC's next meeting. Survey input and statistics will be used to help determine how pricing percentage ratios should be shifted.
11. Early English Books Online (S. Pathak)
Susanna reported that the University of Michigan and Bell and Howell are interested in having VIVA join their text partnership program for EEBO.
She will investigate whether or not consortiums will be given price breaks based on their members' ownership of the microfilm collection and whether or not they would consider a creative pricing structure (similar to the HarpWeek model).
12. Gale Product Responsibility (G. Damon)
Gene Damon stated that Jim Rettig will assume product management responsibilities for all Gale products. Jim Self will remain the contact until issues raised by his evaluation committee are resolved.
13. OCLC Update (J. Walsh)
John Walsh reported that John Duke will send announcements to the VIVA listserv concerning the switch to New FirstSearch. Institutions that have not switched over will be automatically switched after August 20. Each institution will be responsible for setting up the administrative module so that VIVA guidelines are met (prohibited databases are blocked and cross database searching deactivated). VIVA has purchased 27 ports and turn away problems are anticipated. Once statistical information is received from OCLC, VIVA will reevaluate the number of ports purchased and adjust the number accordingly.
