1. Announcements

Jane Penner from UVA has joined the RUC to replace Sandy Kerbel.

2. Changes to agenda

Add OVID (databases) to renewals.

Add Lippincott, Williams and Wilkins proposal to New Resources.



3. Approval of Minutes of , 2000 meeting

No changes --Minutes from March 30, 2001 approved by consensus.

4. ICOLC Meeting (Gene Damon and Kathy Perry)

Solinet will coordinate the purchases of Encyclopedia Britannica. (Solinet later indicated that it was not able to reach an agreement with EB.)
TDNet presentation was not helpful. Business plan is unclear.
Serial Solutions had a good presentation. Will consider pricing for consortia.
Elsevier was unable to answer many of the attendees' questions.
ICOLC endorsed the Bath Profile as a standard.
Best statistics from a consortial viewpoint are provided by JSTOR. Some companies received votes as having both the best and the worst statistics at the same time.

Kathy was co-leader on an UCITA discussion.

5. Budget (K. Perry)

There is little money left in the budget.

Kathy reviewed the VIVA contacts responsibilities as they pertain to quotes/purchases for the privates. Two handouts on the privates' subscriptions to VIVA products were distributed. Part of the VIVA RUC contact's responsibility is to include the privates in quotes and make sure price increases for the privates are consistent with price increases for the publics. John Jaffee should always be copied in on quotes for the privates and on renewal prices. Privates will be considered as renewing automatically unless they notify Kathy the first of the month before the Steering Committee meets that they wish to drop a product.

6. STATUS OF RECENT PURCHASES (Kathy Perry)

Expect contracts to be signed within the next week with the American Chemical Society,

Oxford University Press, and Cambridge University Press. Oxford University Press slow to input current issues as they move to a new system. American Chemical Society agreed to a 7.5% price cap on journals, and VIVA will receive back-files back to 1888 for no charge.

7. OVID OPEN LINKS (Sharon Gasser)

There are problems with OVID Open Links-just not available. Sharon will send a letter to collection contacts highlighting the difficulties. ScienceDirect links are not working properly. American Chemical Society titles have been added. JSTOR is not yet available. There is no "Open Links" links to journals represented in the Ovid collection (Journals@Ovid) since these links are built into the Ovid system.

8. OCLC Update (John Walsh)

John Walsh distributed a chart on FirstSearch usage which illustrated the widely fluctuating usage patterns between 1999/00 and 2000/01.

John's report also recommended action for renewal of the FirstSearch contract for 2001/2000. The recommendations are as follows:

Purchase the following ports for 2001/2002

- Start the year with 27 ports;

- upgrade to 31 ports on September 1.

- Provide for a contingency of 2 additional ports if use requires.

Use any outstanding funds left in the 2000/2001 collections budget to purchase block searches.

Establish a reserver of 154,100.00 for additional block searches in 2001/2002.

These recommendations were approved.

9. RENEWALS

In addition to the FirstSearch, renewals were approved for: ACM, Dow Jones (if price increase is 5% or less), and the Ovid databases.

10. NEW RESOURCES

E-Subscribe (ERIC documents-full text) - Pricing may change. Consideration is on hold pending new pricing structure.

Encyclopedias- (Britannica and Americana). On hold until September when trials will be available.

Access Science- Decision is not to purchase. No price breaks for consortium purchasing. Individual libraries can purchase on their own.

ABC-CLIO E-Books - Committee had numerous questions about this product. Seemed expensive. Referred to Pamela Morgan for further investigation since she is the ABC-CLIO contact.

APA PsycArticles - Ovid loader fee very expensive. May be available from other vendors at a better price. May need to do an RFP for this purchase. Seems to be a very high priority purchase for many VIVA institutions. Privates are already pursuing a purchase of this product. Decision was made to investigate other resources for alternative pricing with the intent to evaluate costs vs. the value of linking. Only Ovid offers linking to PsyInfo at this time.

Lippincott/Williams and Wilkins proposal (Ovid) - 140 full text medical titles. The offerings are rather specialized. Also, print could not be canceled. Decision was made not to pursue purchase.

11. IDEAL Cost Sharing Model (Sharon Gasser)

The price increase on the Academic Press titles for 2002 will be 7.5%. Three potential cost sharing models were presented to the committee, and each model had a version with and without the community colleges being charged. Currently, the community colleges are not charged for participation in the IDEAL purchase. Libraries should be paying their current share or less based upon the model. If a library is paying more than the model, VIVA will pick up the difference. Model 1B ( shares based upon type of institution (40%) and usage (60%) with no charge to the community colleges) was the one preferred by the committee). Sharon Gasser was asked to work on a variation of this model to adjust the base for schools over paying.

12. PLANNING FOR THE NEXT YEAR

It appears that VIVA will have scant funds for the purchase of new products in 2001/02.

Hence, this next year will be devoted more to the evaluation of products rather than new purchases. However, members should continue to refer new purchase suggestions to Gene Damon for consideration. He will maintain a "rolling" list.

Jim Self has agreed to be the committee's evaluation consultant and assist us in assessments. He should be copied in on all evaluation projects.

Evaluation assignments are:

Cambridge Scientific Abstracts (Pat Hausman, Larry Thompson, Jim Self, and John Walsh)

Ovid Databases- costs vs open linking. Decide whether or not we should stay with Ovid or bid. This is a two year project. (Sharon Gasser, Jim Self, and Karen Cary)

Books in Print (Jim Rettig and Sylvia Rortveldt)

Highwire Press and the Ovid Nursing Journals- investigate how these should be acquired (methodology) (Sharon Gasser, Jacque Dessino, Pamela Morgan)
